Moses receives signs for the people
Moses fears Israel will not believe him. He is given signs involving his staff, his hand and water so that the people may recognize that the God of their ancestors has appeared to him.

Moses receives signs, resists the call, returns toward Egypt and meets Israel’s elders in four visual scenes.
Exodus 4 follows Moses’ remaining objections and the practical beginning of his return. Signs answer his fear of disbelief, Aaron is given as a spokesman, Moses leaves Midian with his family, and a difficult circumcision episode appears before the brothers finally meet Israel’s elders.

Aaron is appointed to speak with Moses
Moses says he is slow of speech and asks that someone else be sent. The response is sharp, but Aaron is provided as a spokesman while Moses retains responsibility for the message and signs.

Moses receives Jethro’s blessing to return, travels with his family and staff, and is reminded of the signs he will perform before Pharaoh. The journey includes the difficult episode in which Zipporah circumcises their son.

Aaron and Moses meet Israel’s elders
Aaron meets Moses in the wilderness. Together they gather Israel’s elders, deliver the message and perform the signs. The people believe and bow in worship when they hear that their suffering has been seen.

The boundaries follow changes in speaker, location, action or narrative purpose rather than equal verse counts.
